We are completing
the pipeline work (finally) through the Progress Energy easement - we were hung up by gopher tortoises and one easement from
a property owner. All easements and permits are now in hand.
We will award the
bid for the Plantation Master Lift Station on 11/23. I would expect that on-site construction will start after the holidays.
The contractor will spend December ordering materials, mobilizing, etc. They expect a 115 day project schedule - a little
optimistic in my opinion, but they say they can do it.
If anyone needs help
setting irrigation timers for the new restrictions, remind them that we will do that at no charge.
There is an annual
increase. Also, a notice of a rate hearing was printed on bills in either August or September, depending on one's billing

Clarification of article in the Orlando Sentinel from Troy Wilson:
Many of you may
have read this morning's editorial in the Orlando Sentinel about water restrictions in the South Florida Water Management
District (SFWND) which are out of sync with ours. The Sentinel leaves the impression that the majority of residents
in south Florida are free
to irrigate three days a week, as opposed to our one-day rule.
What the Sentinel fails to note is that
within the SFWMD, the primary water source is the Biscayne aquifer, not the
Floridan aquifer. The Biscayne is an enormous surfacial aquifer
directly replenished by local rainfall. In that part of Florida,
rainfall is plentiful. The SFWMD does extend upward into a small part of southern Orange County where the source is the Floridan.
However, where the Floridan is the primary water source, the restrictions are the same as ours; once-a-week.
The following watering guidelines are in effect for our community beginning Nov. 1, 2009:

The following guidelines are for The Plantation at Leesburg for Nov. - March as mandated by St John's River
Water Management District:

Lake County
Commissions approved the ordinance in April giving the enforcement division authority to enforce the rules established by
the St. Johns River Water Management Division. Today it was released by Lake County that they would begin enforcing
landscape irrigation rules on Monday, May 11. The first violation is a written warning. The second violation is a minimum
$50.00 fine. Subsequent fines will double with each violation, up to a maximum of $1,000.00 for each violation.
The Plantation at Leesburg
is NOT SCHEDULED ON THE ODD EVEN SYSTEM
PLEASE REFER TO CHANNEL 20 AND THE BULLETIN BOARDS AND www.palhoa.com FOR THE SCHEDULED DAYS FOR WATERING IN YOUR VILLAGE.
*A Resident Notes....
"My water bills have been really high, the previous one going up to $157. I checked my
irrigation system and found no problem, however, upon further investigation and after several months I discovered that some
controllers cycle thru twice or on occasion 3 times. When watering in the evening or at night this phenomenon is difficult
to diagnose.
This information may be of some benefit to some residents as my technician informed me that
this is a common malfunction. After correction/replacement ($60) my consumption is down to a reasonable level
(9 gal) and $63."

Florida law requires rain sensor devices on automatic lawn sprinkler systems
Florida Statutes, Part VI, Chapter 373.62: Water Conservation; automatic sprinkler systems.
-- Any person who purchases and installs an automatic lawn sprinkler system after May 1, 1991, shall install, and must maintain
and operate, a rain sensor device or switch that will override the irrigation cycle of the sprinkler system when adequate
rainfall has occurred.
