WHO DONE IT??? On 12/28 and
12/30 regular players showed up at Ashley Pickleball Courts to find the courts strewn with pickleballs and damage to the ball
containers. The mess was done early, before 6:30 pm each night. If you are aware of who might have done this, please
contact the Administration office 352-326-1250. If you see something that is not right, and you don't feel comfortable approaching
the people, then contact security to report it.
Reminder.....During
the holidays, there are more visitors than other times of the year. When you have visitors (especially young ones), Plantation guidelines state that you MUST
accompany them to the courts to monitor their behavior. They are more than welcome to use the equipment and facilities but
they still need to have respect for someone else's property. And after they are finished, all pickleballs need to be returned
to their containers. It is not fair to the next player to have to clean up someone else's mess. As residents, these are your courts. Keep an eye on them.

Revisions to ARC Booklet November 2011:
Landscaping – General: Florida is a tropical climate. Be aware that your landscape will need a regular maintenance program. The addition of
landscaping may not alter existing drainage or divert water onto other lots. Locate your buried cables and pipes before you
dig. Irrigation systems should be re-evaluated. Please submit a copy of a lot survey or drawing of your property showing location
layout to scale and details of materials/plantings and fillers being used. If you need help from the ARC, call administration
(352 326-1250) and an ARC Committee member will call you.
Landscaping-Florida Friendly
A. Florida Friendly-
Florida
Law (SB 2080 – Statute 3.73 paragraph 3b) specifies
that covenant enforcement preserve the resident's right to Florida Friendly Landscaping. The ARC encourages landscape designs
for water conservation. Florida Friendly Landscaping is not sand and cactus landscaping. There are numerous shrubs, ground
covers, flowers and other plants that can provide greenery and color in a landscape. All landscaping plans must include significant
vegetation, and the guidelines provide examples of plants that will survive under Florida native rainfall. A proper landscaping
plan will use beds, islands, fillers, vegetation, paving stones and elevation variation to provide texture and color to the
predominance of the landscaped area.
B. Mulches and Fillers: Pine bark, mulches, river rock and stone are attractive landscape fillers, and can be used to provide texture between
beds or islands. However, large open areas, such as a full side yard or front yard, are not permitted. The resident should
consider the possibility of bark or mulch flotation during heavy rains. Synthetic mulches, synthetic turf, exotic materials
or bare dirt are not permitted as fillers. Mulched beds and rock or stone areas require maintenance and weed control must
be refreshed once it becomes faded or thinned out.
C: Access: Landscape
designs should be careful to preserve access for mowers or other equipment to the rear property. Particular care should be
exercised where the spacing with neighboring property is narrow. Residents should
be aware that movement of equipment to rear yards or remote areas can cause significant damage to a landscape. Easements must
be preserved.
D: Borders:
Landscape designs should maintain borders in such a manner as to allow for natural overlap of mowers or other maintenance
tools. In general, grass, curbing, paving stones, or low ground cover with edging should abut neighboring properties. This
area is sometimes called the “no-grow” zone.
E: Medians: Mulches and pine bark are not allowed in the medians, as they may wash into the street.
River rock and stone are acceptable in the medians. Any plantings in the medians must be of a low-growing type, and must be
kept trimmed from the street and the sidewalk or cart path.
F: Beds and Islands: Ground covers, bushes or shrubbery shall be placed at a spacing that will provide
coverage of the bed or island within three growing seasons. Sprinkler Heads should be redeployed to efficiently service the
planting areas. Micro systems are encouraged.

COVENANT ENFORCEMENT PROCEDURE
Approved by HOA Board, 8/18/2011
1.
A telephone call notifying the
non-conforming resident of their violation will precede a letter confirming the telecon and outlining the violation and recommended
solution.
2.
If corrective action is not taken
by the resident a formal, signed letter will be issued outlining the violation, a suggested solution, the time frame allocated
to remedy and lastly the penalty for not correcting the problem. This letter
will be signed by the HOA Administrative Assistant.
3.
If the homeowner again fails
to correct, another letter will be sent advising them of their opportunity to present their case to the ARC. This hearing is for fact finding and not punitive in nature. If
the homeowner fails to attend, the meeting will commence without their participation.
4.
The homeowner will receive notification
of the results within 3 days.
5.
If the homeowner is found to
be in violation the penalties will commence until the homeowner is compliant. Until
further notice, the penalty will be deactivation of their entrance bar code.
6.
Homeowners are entitled to due
process and may appeal the decision by attending a future hearing.

Watering Schedule
for Eastern Standard Time beginning November 6th:
It is suggested that zones be programmed for 20 min/zone. If you need assistance in reprogramming your irrigation system,
Leesburg Water will come out and assist you for FREE. Call: 352-728-9845
Exceptions:
Hand watering with hose is permitted anytime.
New plantings may be watered for 30 days to establish root system.

· A reminder from the City of Leesburg: They have compiled what they titled
“the trash can list.” This list has been in the Plantation Times, on channel 20, in the activities buildings and
at the postal facilities. The trash can list has items that should be thrown in the trash and not flushed down the commode.
This includes, but is not limited to, disposable wipes and cleaning cloths. While
yes, these items do indeed flush, they take too long to breakdown and thus end up clogging the sewer system. Please read the posted list and throw the items that are listed
in the trash can – do not flush them.
During 2010, there were 944 separate work orders for pump maintenance because of debris in the pumps. Most of these are separate
trips solely for this purpose and are not associated with routine maintenance work. Of the 944 work orders, 117 were Plantation
lift stations. To put that in perspective, about 6% of lift stations are in the Plantation, but these generated 12% of the
service calls for this problem. An average service call for clearing a pump takes a two person crew about one hour and 15
minutes and one service vehicle. At regular rates, it costs about $32.50 for labor (including benefits), and around $15.00
for the vehicle costs, A total of $47.50. An afterhours alarm increases the cost of a service call to about $65.00. On an
annual basis, the total cost is $45,000

REMINDER to
Bingo, Poker/Card
games, Mah-jongg etc.:
It has been brought to our attention that some of our resident activities may
be in violation of the following statute on gambling: Florida
Statute 849.085 2a: Penny-ante game means a game or series of games of poker,
pinochle, bridge, rummy, canasta, hearts, dominoes, or mah-jongg in which the winnings of any player in a single round, hand
or game do not exceed $10 in value.
If The Plantation has any activities that are violating this statute the HOA could be fined and/or required
to close down the activities.
As the Board of Directors and Management are
unable to be at all activities and do not actively monitor any activity unless a resident brings it to our attention, we do
expect our residents to abide by the documents of the association, the Florida Statutes, and the rules/regulations and guidelines
of the Plantation. Our residents should take the personal responsibility to uphold
these and enjoy the over 150 activities held at the Plantation.

Attention Residents: The farmer of the field
between 33 and The Plantation has requested that Plantation be good neighbors and not throw bottles, cans, tree branches,
etc. in his field. He has machinery that is very expensive to repair and isn't very happy with us as neighbors. Please
respect his property and do not throw debris in his field which borders the walking path, Glendale, Mulberry Grove, and Ashland
Village.

323-8013 0r 343-9688. They will ask the question of where and when you saw the animal and if they will respond.
